I see no reason why any application should demand them (imagine a user disliking them). Second, all GTK widgets can be more or less transparent by default. This is how they behave for me. Setting widget transparency globally (e.g. thru Gnome or XFCE global configurations) is enough. And I don't know how to get them programmaticallly.... Why do you demand transparent widgets, instead of just using the default GTK behavior -which can behave transparently if so configured? The comments help very much! I saw the news about the transparent gtk theme engine several days ago .But because the new edition does not release, so I don't know how to use it to achieve my goal.
